Homeowner Associations (HOAs) represent a high-opportunity segment within the CII landscape due to the scale and visibility of their common-area turf. These areas, often medians, entryways, parkways, and decorative lawns, frequently meet the criteria for non-functional turf and are typically irrigated with potable water. The new law provides an opportunity to create attractive new spaces that showcase the beauty of water-wise and native plants, increase curb appeal, and provide a vision for others to follow.
HOAs are well-positioned to lead in water efficiency due to their centralized governance, ability to plan across large landscape areas, and access to shared resources. With the support of a water smart irrigation program and knowledgeable water utility staff, rebates, design assistance, and community engagement strategies, HOAs can play an important role in reducing potable irrigation, protecting trees, and transitioning to attractive, climate-appropriate landscapes.
