The California Water Efficiency Partnership (CalWEP) recently submitted a letter of support for Assembly Bill 1827 (Papan), a bill that clarifies the ability of water service providers to account for higher costs associated with increased water usage when setting or adjusting fees and charges. As a membership-based organization dedicated to maximizing water efficiency throughout California, CalWEP recognizes the importance of fair and accurate pricing structures in promoting sustainable water use.

Why AB 1827 is Important

Water is one of California’s most vital yet limited resources, requiring careful management and significant infrastructure to ensure reliable access. The state’s water system includes extensive reservoirs, conveyance systems, and treatment facilities, all of which come with ongoing operation and maintenance costs.

AB 1827 provides necessary clarification in state law, ensuring that water providers can include the additional costs associated with higher water usage in their fees. This ensures that fees reflect the actual expenses incurred when supplying water to properties with higher demands, a critical step in maintaining financial and operational sustainability.

By affirming these provisions as declaratory of existing law, AB 1827 also reduces ambiguity for water agencies as they work to implement cost-recovery mechanisms that align with California’s broader water conservation goals.

A Step Toward Sustainable Water Management

AB 1827 aligns with CalWEP’s mission to promote efficient water use and sustainable practices across the state. Clear, equitable pricing structures not only support water providers in maintaining their systems but also encourage conservation by ensuring that those who use more water pay their fair share of the costs.

This approach benefits both water providers and communities, helping to balance system costs and incentivize water-efficient behaviors at the same time.

Looking Ahead

CalWEP appreciates Assemblymember Diane Papan’s leadership on this issue and the Assembly Local Government Committee’s consideration of this important bill. As California continues to navigate its water challenges, legislation like AB 1827 plays a crucial role in supporting equitable, sustainable water management practices.
