The California Water Efficiency Partnership (CalWEP) recently submitted a comment letter in support of the California Energy Commission's (CEC) proposed efficiency standards for landscape irrigation controllers. These standards, under Docket Number 17-AAER-10, aim to advance water and energy savings through the adoption of smarter, more sustainable irrigation technologies.
A Push for Smart Irrigation Standards
Under the proposed standards, all landscape irrigation controllers sold in California would need to meet the U.S. EPA WaterSense specifications for weather-based or soil moisture-based irrigation controllers. These devices use advanced technologies to optimize water use, reducing waste while maintaining healthy landscapes. By aligning with proven WaterSense standards, the CEC’s proposal ensures that irrigation controllers deliver meaningful energy and water savings to consumers and the environment.
CalWEP applauds this approach, emphasizing the importance of sustainable landscape transformation and efficient irrigation practices to meet California's ambitious water conservation goals. As a non-profit organization with over 220 members, including water agencies, businesses, and other organizations, CalWEP is committed to supporting policies that integrate innovation with practical solutions for water efficiency.
Collaboration and Comprehensive Action
While supporting the proposed standards overall, CalWEP highlights four critical factors for maintaining water efficiency in landscapes:
- Controllers must include features that support efficient water use.
- Installation and programming of controllers must be done correctly.
- Proper maintenance of irrigation systems and landscapes is essential.
- Education of users must be proactive and ongoing.
CalWEP urges the CEC to collaborate with key stakeholders, including the California Department of Water Resources and trade associations, to provide comprehensive education and training for landscape irrigation professionals. This will ensure the full benefits of the proposed standards are realized, maximizing water savings across the state.
Acknowledging Stakeholder Concerns
CalWEP also recognizes the feedback shared by the U.S. EPA WaterSense program and irrigation product manufacturers such as Rain Bird and Hunter Industries. The organization believes that through collaboration and the rulemaking process, workable solutions can be developed to address these concerns while still advancing California’s water efficiency objectives.
