Local governments, including cities, counties, and special districts, are both major land managers and public influencers within the Commercial, Industrial, and Institutional (CII) sector. City halls, public parks, libraries, courthouses, civic plazas, road medians, parks, and government building landscapes often contain large areas of decorative turf—many of which meet the definition of non-functional turf (NFT) under AB 1572.
Municipal properties are subject to the earliest compliance deadline under AB 1572, which is January 1, 2027. After that date, potable water may no longer be used to irrigate non-functional turf on public agency properties.
This creates a powerful opportunity. Municipalities can lead by example, demonstrating visible action by reducing outdoor water use and showcasing attractive, low-water landscapes to their communities.
