The California-Nevada Section, AWWA hosts the 2017 North American Water Loss (NAWL) Conference in cooperation with the Alliance for Water Efficiency and the NAWL 2017 Conference Planning Committee. Discussions will take place over two days on developing water loss policies, auditing your system, reducing apparent losses, controlling leakage, managing pressures, and documenting your progress, both for agencies and for regulators.

Agencies Support the Water Conservation Rebate Tax Parity Act

Nearly 100 signatories joined the Alliance for Water Efficiency on letters to Congressman Jared Huffman and Senator Diane Feinstein in support of the Water Conservation Tax Parity Act (H.R 448 and S 1464 respectively.)

Public utilities in every state offer rebate programs to promote water conservation and storm water management, but the rebates they pay to homeowners are currently seen as taxable income to the recipient. This is in stark contrast to the treatment of similar energy efficiency rebates, which Congress declared non‐taxable in 1992 under Section 136 of the Internal Revenue Code.

Dr. Meral has served as Deputy Director of the California Department of Water Resources, as Western Water Resources Director of the Environmental Defense Fund, and for 20 years as Executive Director of the Planning and Conservation League.

Biennial California-Nevada Water Rate Survey

The 2017 biennial California-Nevada water rate survey will be conducted from August 9 through September 20. 

This year’s survey features an expanded partnership, with the California Data Collaborative (CaDC) joining Raftelis Financial Consultants (RFC) and the California-Nevada Section of AWWA.  The survey serves as a significant resource for its primary audience of utility managers, and the project team will implement new ways to make the survey as universal as possible, including more extensive outreach and a volunteer hackathon of water rates led by CaDC. 

The 2017 survey adds three questions about changes to rates and rate structures resulting from the severe drought.  Please click here for the survey and thank you for your participation.
