Reporting Options for Programmatic BMPs (BMP 3,4,5):
All Council member retail agencies report on the Foundational BMPs (BMPs 1 and 2) and the Programmatic BMPs (BMPs 3, 4, 5). There are three ways to meet the Programmatic coverage requirements, Traditional, Flex Track, and GPCD. The Traditional option determines coverage status (On Track, Not on Track) based upon the goals in the BMPs, MOU Exhibit 1, as defined by number of activities, or measures implemented.
The Flex Track option allows an agency to implement unique or different activities for which it has water savings values to determine coverage status. The MOU indicates that an agency must have equal or greater water savings from Flex Track measures compared to Traditional measures in order to be On Track for Flex Track. Agencies using Flex Track also can report on and receive credit for their traditional activities completed.
As an alternative to meeting the Traditional or Flex Track coverage requirements for BMPs 3, 4, and 5, and agency may alternatively report using the GPCD Option. As of July 1, 2009, the GPCD target for purposes of compliance in 2018 for all signatories is an 18% reduction in GPCD from the agency’s Baseline GPCD. The GPCD option uses a Biennial target on even years. For more information on the GPCD approach, please see the MOU page 65.
GPCD Reporting is now integrated in the BMP Reporting application - targets and yearly GPCD is no longer calculated and reported via a separate spreadsheet. For agencies reporting using the GPCD option for the first time, the Council has a GPCD template available to assist with the first time reporting. The template will allow an agency to enter base year data, and water delivery volume and population data up to the current year. After completing the template, you may email it to firstname.lastname@example.org and request that we upload the data for your agency. After this first time reporting, and agency can use the 'copy from previous year' feature and add any new data to complete GPCD reporting.

SBX 7-7 Reporting:
The Council's BMP Reporting Application includes a GPCD calculator that can be used to estimate the targets and yearly GPCD for SBX 7-7 reporting. Actual reporting of SBX 7-7 reporting is through DWR's reporting process.
